Certainly if there was a "Honesty Award" for merchants, or any other type of business, I would definitely come in the top 3 in rankings honest.
Since the tax is recovering escaped or evaded taxes by taxpayers anything but honest, you could use some of this revenue to establish a fund for the most honest of taxpayers, since they are not the majority. At least this way the pride of being honest would be recognized.
